3/2 = 1.5
y - y1 = m(x - x1) ....... point slope form
y - 12 = 1.5(x - (-8))
y - 12 = 1.5(x + 8)
y - 12 = 1.5x + 1.5*8
y - 12 = 1.5x + 12
y = 1.5x + 12 + 12
y = 1.5x + 24
The equation is in y = mx+b form with,
m = 1.5 = 3/2 = slope
b = 24 = y intercept
