An equation of the line perpendicular to y = -4x - 7  is

    y =  + c,      (1)


where "c" is some constant value, now unknown.


    This form of the equation follows to the rule 
    " perpendicular lines have opposite and reciprocal slopes ".


To find the value of "c" in equation (1), substitute the coordinates
of the given point into this equation.  You will get

    -2 =  + c,

or

    -2 = -2 + c,

which gives  c = 0.


So, your equation is  

    y = .      (2)    ANSWER


You may check that the point (8,-2) lies on this line: its coordinates satisfy equation (2).
