To solve such problem and many other similar problems related to parallel lines, simply substitute 


the given coordinates of the point  x= 5,  y= 1  into left side of the equation and calculate  the value  of the expression


    3*5 - 2*1 = 13.


Then the equation of the parallel line is  


    3x - 2y = 13.      ANSWER


So you keep the left part of the equation "as is" and replace the right side constant by the new value.
