Check their slopes,m:
y=mx+b
If m1 and m2 are equal, then the lines are parallel.
If m1 and m2 are negative reciprocals, then the lines are perpendicular
L1 = -4y=-x+12-->y=1/4x-3--->m1=(1/4)
L2 = y = -4x +4--->m2=(-4)
Since m1 and m2 are negative, reciprocals the lines are perpendicular.
