perimeter is 2L +2W=16; L+W=8, the half-perimeter, not 16
2L=4W, so L=2W
6W=16
W=8/3 feet
4W=32/3 feet, and 2L=32/3 feet so L=16/3 feet
width=8/3 feet
Half-perimeter is 24/3 feet (8)
