perpendicular lines have slopes whose products = -1 (negative reciprocal)
y=3x+6 has slope 3
the other has slope -1/3
y-y1=m(x-x1) point slope formula where m is slope and (x1, y1) point
the x intercept of y=3x+6 is where y=0 and x=-2
so we know a point on the perpendicular line is (-2, 0)
y-0=-1/3(x+2)
y=(-1/3)x-2/3
