Get all the slopes
the first is 4y=-12x+16 and the slope is -3, after dividing by 4 to make 1y on the left.
similar, the second will have a slope of -3 as well, so the first two are parallel

The third one has slope 3 and is not parallel or perpendicular to the first two. It ranks neither. One needs a slope of +1/3 to make it perpendicular.

The fourth becomes 3y=-9x+8 or y=(-3x)+(8/3), and that is parallel to the two top ones.
