If the tread width is 30 cm the height should be 18 cm, for 18/30=0.6
Every 18 cm rise divides into 200 cm total rise
11 steps almost makes it (198 cm). Given that there is only a 2 cm difference for the last step, this would not be unreasonable in the real world. If 0.6 were the absolute maximum slope the 12 steps would work.
