rate is [change in cost]/[change of one in # of children attending] = 5.25

You have a point and a slope:
Point: (10,102.50) and m=5.25
Substitute in F(c)=5.25x+b to solve for "b"
102.50=5.25*10+b
102.50 = 52.50 + b
b = 50
EQUATION:
F(x) = 5.25c + 50
