Parallel and passing through one point at the same time, meaningless. Infinite lines can pass through one given point. None of these lines is parallel to any of the other lines. Maybe you omitted most of the problem description.

Study Algebra 1. You could do this on your own, and it may take about two or three months. Meanwhile, for the question you asked, give the full problem description.

That is a given line and a given point.
The line is horizontal, and the y value is -3 everywhere. x values have no restriction.

Now, you want some ... point, but this point must be part of line parallel to y=-3. Where must this line be? Making a graph of the description will help. DO THIS!

I was beginning to say, the line you want would be some general point, no restriction on x, but now must be at y value of 9. Why? the line you want must contain point (2,9), according to given. This will be some point (x,9).

This general point, (x,9) is the line with equation .
This is also a horizontal line, with y=9 everywhere.
