12/7-2y=4
12-14y=28 multiply each side by 7
-14y=16 subtract 12 from each side.
y=-16/14 divide each side by -14
y=-8/7
.
Check:
3(4/7)-2(-8/7)=4=7(4/7)
3*4-2*-8=28=7*4
12+16=28=28
