y=-5 is a horizontal line.
A perpendicular line must therefore have a constant x-value. That line may have any value for y so long as the x-value is constant.
The point given is (14,-14). The x-value given is 14. That is the equation of the line perpendicular to y=-5. It is x=14. There is no y in the equation. All that matters is that x=14. That line will go through the point and be perpendicular to y=-5.
