Maybe you are asking the second part; to find a line parallel to 3y-27=9x which passes through point (4,-4)?
Slopes of both line will be same.
slope is 3.
The line with slope 3 passing through (4,-4) is
.
For the second question, the method can be the same. Notice I used the point-slope form equation to find the line's equation, and the SAME slope because the answered question was for "parallel". The line for perpendicular wlll be same point to pass througn, BUT slope .
