Write the slope-intercept form,
y = mx + b
m = slope, b = y-intercept

slope-intercept formula is y=mx+b.
slope=m=3.
point given=(x,y)=(0,-2)
plug in values
-2=(3)(0)+b
solve for b (Y-intercept)
-2=0+b
b=-2
your equation for this line is y=3x-2
