Perpendicular lines have slopes which are negative reciprocals.
If the slope of the given line is -2,
then the slope of the new line would be 1/2 {the negative reciprocal of -2}

slope = 1/2 , (0,-6) {slope and point of new line}

y - y1 = m(x - x1) {point-slope form}
y - (-6) = (1/2)(x - 0) {substituted into point-slope form}
y + 6 = (1/2)x {simplified}
y = (1/2)x - 6 {subtracted 6 from each side to get into slope-intercept form}
