(-1,2) to A::: sqrt((1--1)^2+(2-5)^2) = sqrt[4+9] = sqrt(13)

(-1,2) to B::: sqrt[(-1-2)^2+(2-4)^2] = sqrt(9 + 4) = sqrt(13)

(-1,2) to C::: sqrt[(-3--1)^2 + (5-2)^2] = sqrt(16 + 9) = sqrt(25) = 5

They are not on a circle with center at (-1,2)
