What is the greater acceleration rate? A runner who can go from 0 m/s to 12 m/s in 10.0 seconds, or a runner who can go from 0 mi/h to 18 mi/h in 10.0 seconds?

When you compare, the units have to be the same in both cases.
In the second one it is 18 mi/h
lets convert this to m/s
...
1 mile = 1609.34 meters
1 hour = 3600 seconds
..
18 mi /h= (18 * 1609.34) meters /3600 seconds
= 8.046 m/s
one is 12 m/s and the other is 8.046 m/s. in 10 seconds
you can decide I am sure
