All lines perpendicular to it have a slope, m, that's the inverse negative.
y = -2x - 8 is in slope-intercept form, and its slope is -2, so we will find a line thru (6,5) with a slope of +1/2.
y - y1 = m*(x - x1) where (x1,y1) is (6,5)
y - 5 = (1/2)*(x - 6)
2y - 10 = x - 6
2y = x + 4

Solve the pair of eqns by subbing y into 2y = x + 4
2y = x + 4
2*(-2x-8) = x+4
-4x-16 = x+4
5x = -20
x = -4
