Y=mx+b IS THE STANDARD LINE EQUATION WHERE m=SLOPE & b=Y INTERCEPT.
Y=-X/2+4 HAS A SLOPE=-1/2 (RED LINE)
CHANGING THE SLOPE FROM -1/2 TO 2 CHANGES THE LINE TO A PERPENDICULAR LINE THROUGH THE POINT (0,4).
Y=2X+4 (GREEN LINE)

"In this form" is a tricky condition to work with.
You could add (1/2x) to both sides and get
y+(1/2)x = 4
Then add 2x to both sides and you will get:
y + (5/2)x = 2x + 4
---------------------
If that satisfies "In the same form" go for it.
