Word " dilate " means " making wider " and always is used
with the coefficient of dilation (scale factor) greater than 1.
Do not try to make the problem/(the things) more confusing than it is/(they are) in reality.
Do not distort the meaning of words.

The response from tutor @ikleyn is absolutely incorrect.
In mathematics, a dilation can be an enlargement (dilation by a scale factor greater than 1) or a reduction (dilation by a scale factor less than 1).
Use the Pythagorean Theorem (aka distance formula) to find the length of BC; then, since the scale factor is 1/2, divide by 2 (multiply by 1/2) to find the length of B'C'.
