What I'm wondering is what y = 3 meant. I thought perhaps it meant that on the graph, the first ordered pair would be (0, 3). I looked through the section, but I can't find anything that would explain this, nor any sample problems like this.

Find the given point x=4, y= -1 and draw vertical line from there to the horizontal line.

Anytime you see y = to a single value, that is a horizontal line
Conversely,
Anytime you see x = to a single value, that is a vertical line
