Find the 4 side lengths.
If they're equal, it's a parallelogram.

You should specify the order of the vertices, or that AB is a side, BC is a side, etc.
I assumed they were labeled in order, but we should not have to make assumptions.

Sides AB and CD are both horizontal, because the y coordinates are the same in each pair. So AB and CD are parallel.
Find the slopes of AD and BC; if they are the same, then the vertices form a parallelogram because you have two pairs of parallel opposite sides.
