Assuming the domain and range of f(x) is the Real Numbers,
2*f(x-4)-1 slides f(x) 4 units to the right; so the domain is still
"All Real Nunbers".

2*f(x-4)-1 lowers f(x) by one; the the range is still
"All Real Numbers".
