Start with the given inequality
Distribute
Multiply both sides by 1000. This will eliminate all of the decimals
Combine like terms on the left side
Subtract 1979 from both sides
Subtract 18000x from both sides
Combine like terms on the left side
Combine like terms on the right side
Divide both sides by -23600 to isolate x (note: dividing by both sides by a negative number flips the inequality sign)
