the weight could therefore be .97 pounds to 1.03 pounds.

if .97 pounds, then the customer is paying $6.50 / .97 = $6.70 per pound rather than $6.50 pound.
if 1.03 pounds, then the customer is paying $6.50 / 1.03 = $6.31 per pound rather than $6.50 per pound.
