The rule is: "Whenever you multiply or divide by a negative quantity, you must reverse the order of the inequality"
In (1), you divided by -2 so you had to reverse the order of the inequality.
In (2) you didn't, so you didn't have to reverse to order.
P.S. It's Vice versa not Vise versa.
