Divide all sides by -3 (remember multiplying or dividing a negative flips the greater and less than signs)
Rearrange in a familiar form. So this is the solution range.
Check:
Pick any number within -13 to -3, let x=-5
It's in range and it works. We could check this further by trying every number but I did one to show that the solution works for that number.
