To graph an inequality you first graph the boundary line, making it a solid line if the inequality sign includes "or equal", or a dashed lined, if it's just greater than, or just lesser than.
For you will graph as a dashed line.
After graphing the boundary line, you color (or shade) the side of the line that represents all the solutions to the inequality.

HOW TO GRAPH A LINE:
