Are you talking about graphing inequalities on a number line? If the circle is shaded, it means that number is included in the solution. If the circle is not shaded, it means that number is NOT included.

For example, if the inequality is "x is greater than or equal to three,"

then the graph is a shaded circle drawn at three and a thick arrow to the right. The number three is included in the solution.

If the inequality is "x is less than 5,"
.
then the graph would be an unshaded circle at 5 and a fat arrow to the left. The number 5 is NOT part of the solution.
