This is what I've gotten so far
2x/5x+13 - 9/5x+13 <0
2x/5x+13 < 9/5x+13
2x<9
x<9/2
I know that there is another part to the problem but not sure how to get there.

I can solve it logically
Either the top or bottom must be negative,
but not both, so
If AND , then I
have (-)/(+), which is <0

I have (+)/(-), which is <0
--------------------
Both these conditions are impossible,
so I don't think there is a solution.
I would get a 2nd opinion, though
