You posted it twice, so I'll answer it twice!!
First question:
Add +4 to each side of the equation:
3/8 y -4 +4 = 2+4
3/8y = 6
Multiply both sides by the reciprocal of 3/8, which is 8/3:
Second question has an error. There are two equal signs.
