TAKE FIRST

3X<=1+8=9
X<=9/3=3
HENCE X<=3....................FROM I INEQUALITY.
TAKE NEXT
1-3X<10
-3X<10-1=9
-X<9/3=3
X>-3
HENCE X>-3 FROM II INEQUALITY...COMBINING IT EANS
-3
