Here is what I have so far...
-5<-3(x-1.5)≤2
-5 <-3x+4.5 ≤ 2
-4.5 -4.5 -4.5
-9.5 < -3x ≤ -2.5
-9.5/-3 < -3x/-3 ≤ -2.5/-3
[ 3.16 > x ≥ .83 ] <---- Answer I came up with. Not sure if this is correct if not please help me find my flaw.

Fine so far!
-9.5/-3 < -3x/-3 ≤ -2.5/-3
Not so good!
When you * or / by a negative, the inequalities reverse direction.
5>3 but -5<-3
Your doubt was caused by forcing the reversal at the end for no good reason other than it was obviously wrong.
The resulting answer is correct (2 wrongs made a right).
