max because the graph goes down from the vertex.

Vertex: (4,3)

x = 4
----------------------------------

x-4 moves the parabola to the 4 to the right.
3 moves the graph up 3 units.

The graph is a downward parabola, its vertex is the point (4, 3) and the axis of symmetry is the line x=4.
To construct the graph we start from :1) reflect to the x-axis
,
2)shift 4 units to the right shift 3 units up
