You NEVER graph an inequality directly.
You ALWAYS graph the boundary, which is an equality.
----
b-(3/8) < (1/8)

b < 4/8
b < 1/2
---------
So, graph the boundary, which is b = 1/2, as a dashed line.

This is a horizontal line passing thru ALL points where b = 1/2.

Graph the Inequality.
Since you want b LESS than 1/2, shade the half-plane BELOW the
boundary to get:
