the absolute value of the quantity must be less than or equal to 4

this means the quantity must be greater than (or equal to) -4 ... (-3 , -2 , -1 ,etc.)
___ AND less than (or equal to) 4 ... (3 , 2 , 1 , etc)

-4 ≤ (4x - 1) ≤4

adding 1 ___ -3 ≤ 4x ≤ 5

dividing by 4 ___ (-3/4) ≤ x ≤ (5/4)
