p = original price of the jacket.

d = .15 * p

if d > 21, then .15 * p must be > 21.

This means that:

.15 * P > 21

divide both sides of this equation by .15 to get:

p > 21/.15 = 140

in order for the discount to be greater than 21, the price of the jacket must be greater than 140.

You can plug in some numbers for the price of the jacket to see for yourself.
