-Ax -Ax=
By+ C = 0 - Ax
-C - C=
By = 0 - Ax - C=
divide by B on both sides and that will equal
y = 0 - Ax - C divided by B

Solve for y:
Subtract Ax from both sides.
Subtract C from both sides.
Finally, divide both sides by B
which is what you have.
