You have an equation, so
Multiply thru by 15 to get:
15 - 10y = 18 - 3y + 9
---
Simplify the right side to get:
15 - 10y = 27 - 3y
Add 10y to both sides
Subtract 27 from both sides:

7y = -12
y = -12/7

I will try to solve as it is written
1 - 2/3y = 9/5 - 1/5y + 3/5
first simplify fractions and move variables to left side of equation
9/5 + 3/5 = 12/5
and
-2/3y + 1/5y (must find common denominator which is 15)
it becomes
-10/15y + 3/15y = -7/15y
Now equation should look like this:
-7/15y = 12/5 - 1/1 (must find common denominator again Which is 15)
then it looks like
-7/15y = 36/15 - 15/15
-7/15y = 21/15
y = 21/15 divided by -7/15
y = -3

1 - 2y/3 = 9/5 - y/5 + 3/5 multiply each side by 15 (LCM) to eliminate fractions.
15-10y=27-3y+9
-7y=21
y=-3
