First solve the left side to get

When you graph this, you get a closed circle above -9 and an arrow to the right.

Second solve the right side to get

When you graph this, you get a closed circle above -2 and an arrow to the right.
--
With the word or, we general want opposite arrows. One OR both must be true. In this case we eventually have arrow overlapping.
The longer of the 2 is , so that is our answer.
