Multiply equation by 4 to get rid of the denominators, results
8y + 4 - 4(17) = -2(4y - 8)

8y + 4 - 68 = -8y + 16

8y - 64 = 8y + 16
:
8y + 8y = 16 + 64
:
16y = 80
y =
y = 5
