school record is 18 games won in a year..
let x = highest number of games won by a team in a year for the last 10 years.
x + 3 number of games won this year.
since the number of games won this year is still less then the record, then x + 3 must be less then 18, so the equation is x + 3 < 18.
if x + 3 < 18, then
x < 15 which means best record in the past 10 years has to be less than 15 which means the greatest number of games won in a year for the past 10 years has to be 14.
if x = 14, then x+3 = 17 which is < 18 satisfying the equation.
