The solutions set to this system of inequalities is the area outside the circle of the radius  3  centered at the point  (2,3),

which  (the area)  is located in the right half-plane  x >= 0  above the line  y = 4 - 3x.


The circle itself is  NOT  the part of the solution set;  the bounding straight lines are the parts of the solution set.


It is a full wording description of the solution set,  which is usually required as the solution to the problem.


As the last notice,  this forum is not an art studio for making plots on requests the visitors.


Having this wording description,  you can make a physical plot  ON  YOUR  OWN  if you need it.

When solving  Math problems similar to this,  a wording description is usually enough and is an  EXPECTED  form of the solution.
