I don't really know what to do. I really need help. I do know that the point slope formula is. That is the formula my math teacher gave me, but I don't know how it goes in with the problem.

You are proceeding in right way but with wrong formula.
The point-slope form of equation of a straight line is where = slope and (,) are the coordinates of the point through which the straigh line passes.

Y=mX+b IS THE LINE EQUATION.
-5=3/4*4+b
-5=3+b
b=-5-3
b=-8 THEREFORE THE LINE EQUATION THROUGH (4,-5), WITH A SLOPE OF 3/4 & A Y INTERCEPT (0,-8)
Y=3X/4-8
