The wording translated to Math is THIS:


    5 <= x-8 <= 14.


"No more than 14" is the same as "less or equal to 14".


"No less than 5" is the same as "greater or equal to 5".


Actually,  after reading your post,  I don't know what  EXACTLY  you want and what help do you need.

One possible task is to translate the words to Math.

The other possible task is to solve inequality.
