2.5x + 1.75y = 200

Any amounts that fit there will work.
Let's say you want only cedar. Then you would have 200/2.5 = 80 feet of cedar
Maybe you don't mind the pine. 200/1.75 = 114.29'
More likely, you might use pine for the bottom and cedar for the arms. If the bottom needs 100' of pine, you'd have spent 100 x 1.75 = $175 on pine, leaving you $25 for cedar -- 25/2.5 = 10 feet.
