Let = number of boy bears that can be made
Let = number of girl bears that can be made

You can't have more girl bears than dresses for them

Total number of bears can't be more than the
pairs of eyes

Total number of bears can't be more than the
number of bows
-----------------------
(2) is the tighter restriction, so it rules
Also, I can subtract (1) from (2)
