number of students in 1999 is 980.
percent increase / decrease from 1998 to 1999 is ((number of students in 1999 minus number of students in 1998) divided by number of students in 1998) * 100%.
this becomes (980-1242)/1242)*100%
this becomes (-262/1242)*100%
this becomes -.210950081*100%
this becomes -21.09500805%
rounded to nearest 10th of a percent, this becomes -21.1%
