--------------------------------------------
(a) the number of birds and the time of year
---------------------------------------------

Not clear.

You know how to do these two:

------------------------------------------
(b) a cab fare and the distance travelled
-------------------------------------------

Fare depends on distance, so you know how this is.

------------------------------------------------------------
(c) the number of traffic lights and the size of a town
-----------------------------------------------------------

Increased town size should, affect number of traffic lights, how? You can respond to (c).

It seems like the word correlation should be in the instructions somewhere.

Part (a)
It depends on when the clock starts and what location you are talking about. The time of year does affect bird migrations, but more info is needed.

Part (b)
The cab fare goes up the more distance you travel. These variables are positively correlated. As one variable goes up, so does the other.
Because of this connection, we consider this a direct variation
An example equation would be y = 5x where the 5 refers to $5 per mile.
x = number of miles
y = total cab fare

Part (c)
As the town expands, it will need more traffic lights. This is another example of positive correlation and direct variation.

An example of negative correlation would be:
The number of trees vs the number of people.
As the town increases, trees would be chopped down to make room for housing. One variable goes up (population) while the other variable goes down (tree count). Think of it like a see-saw effect.
