The second part would be figuring out what equal % so 1/3 = x/4800 that would be 1600 and then you just subtract 1600 from 2160 and that is $560. looks like the equivalent expression 2x + 19 is good.
that's my interpretation.
these can get tricky dependent on the way they're worded.
total of applies to 4 times the number and to 38 which is why i interpreted it as 4*x + 38
